     NAME
          tell, msgs - text and voice message delivering

     SYNOPSIS
          tell user message

          msgs

     DESCRIPTION
          Tell sends a voice message to user by locating a voice
          device at a location nearby the user. It also appends the
          message at /who/$user/msgs if such file exists.

          Msgs displays the messages sent by tell by polling the mes-
          sage file for changes.
